If you’ve ever visited a government hospital or clinic in Malaysia, you may have noticed a framed document on the wall titled the Patient Charter. But what exactly is it and why should you care?

The Patient Charter is more than just a formality. It’s a public commitment made by the Ministry of Health (MOH) Malaysia, outlining what patients can expect from the healthcare system and what is expected of patients in return.

The Patient Charter assures every patient, regardless of background, income, or health status of the right to:

1. Respect and Dignity - You have the right to be treated with compassion, professionalism, and respect, without discrimination.

2. Safe and Quality Care - Hospitals and clinics are responsible for providing safe, effective, and appropriate treatment.

3. Information and Consent - You should be clearly informed about your diagnosis, treatment options, risks, and costs. Your consent is required before procedures.

4. Privacy and Confidentiality - Your personal and medical information must be protected and not shared without your permission.

5. Timely Access to Care - The Charter sets expectations for waiting times

6. Grievance Mechanism - If you're not satisfied with your care, you have the right to make a complaint and expect a response.

Your Responsibilities as a Patient

The Charter also outlines what’s expected from patients to help ensure the best possible care:

  • Provide accurate and complete information about your health history.
  • Follow the treatment plan recommended by your healthcare provider.
  • Respect the rights of other patients and healthcare staff.
  • Use hospital resources responsibly.

 Why It Matters

The Patient Charter exists to build trust and transparency between the public and the healthcare system. It sets a shared standard, helping both patients and providers know what to expect.

However, not everyone is aware of these rights, or feels empowered to act on them. If you’re unsure or uncomfortable during a hospital visit, remember that asking questions is YOUR right. The next time you’re in a hospital waiting room and see the Patient Charter on the wall, take a moment to read it. It’s there to remind you that your health, your voice, and your dignity matter.

Knowing your rights and responsibilities can make all the difference in your healthcare journey.
